After completing his neurology residency at USF Morsani/Tampa General Hospital, he has become known for combining deep clinical expertise with a warm, reassuring presence. Dr. Carlos A. Feliciano is a board-certified neurologist with fellowship training in pain management and over 20 years of experience providing comprehensive neurological care. He earned his medical degree from Ponce Health Sciences University and completed his neurology residency and fellowship training at the University of South Florida (USF) in Tampa, Florida. Dr. Feliciano is affiliated with multiple regional hospitals and specializes in the treatment of migraines, seizures, stroke, movement disorders, dizziness, and neuropathy. He accepts Medicare, Cigna, Blue Cross Blue Shield, and UnitedHealthcare, and is committed to delivering evidence-based, patient-centered neurological care.


Dr. Adeeb Saleh is a board-certified Emergency Medicine physician with over a decade of experience caring for patients across a broad spectrum of medical conditions. Known for his calm, and compassionate presence, he has spent more than 10 years on the front lines of medicine, treating everything from acute emergencies to common neurological concerns such as migraines, neuropathies, dizziness, strokes, and seizure management. Beyond the emergency department, Dr. Saleh is passionate about the intersection of fitness, wellness, and men’s health. He believes that optimal health is built on a foundation of balanced hormones, sustainable lifestyle habits, and a personalized approach to care. His mission is to help every patient feel stronger, more energized, and more in control of their long-term well-being.
Donna C. Lambert, APRN, is a dedicated Nurse Practitioner at Neuro Center. She holds an active APRN license and specializes in providing comprehensive patient evaluations, symptom management. Donna works closely with our neurologists to deliver patient-centered care, education, and long-term treatment planning for disorders such as migraines, Seizures, neuropathy, dizziness, and movement disorders. Her compassionate approach and commitment to patient advocacy make her an invaluable part of the Neuro Center team.
Walter Lee Brown, APRN, is a highly skilled Nurse Practitioner practicing at Neuro Center. With an active APRN license and strong background in adult neurological assessment, Walter focuses on evaluating, diagnosing, and managing conditions including seizure disorders, neuropathic pain, balance issues, and chronic neurological symptoms. He collaborates closely with physicians and diagnostic specialists to develop individualized care plans that support patient health and quality of life. Walter’s evidence-based practice and attentive patient care help ensure optimal outcomes for Neuro Center patients.
Debbi Maloney is a dedicated Neurodiagnostic Technologist at Neuro Center with hands-on expertise in performing EEG and other neurodiagnostic tests. She is trained to collect high-quality neurophysiological data that assists physicians in diagnosing seizures, abnormal brain activity, and other nervous system disorders. Debbi’s role is critical in ensuring accurate testing, patient comfort during procedures, and precise data interpretation support for our neurologists. Her professionalism and technical skill contribute to effective neurological evaluations at Neuro Center.
